discoverer: Use decodebin3

Currently, Clapper Discoverer uses GstDiscoverer which does not implement uridecodebin3 needed to work nicely with new adaptive demuxers. As mentioned here simple discoverer can be reimplemented by app with urisourcebin, so we should probably do that or something similar.
