Sink should fallback to RAW import when GL cannot initialize

In case when for some reason GL support module was compiled, but cannot be used during runtime, sink should fallback to using RAW importer and continue to work with worse performance instead of giving up. See: https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=267517
