CompatHelper: bump compat for LibGEOS to 0.9, (keep existing compat)

This pull request changes the compat entry for the LibGEOS package from 0.6, 0.7, 0.8 to 0.6, 0.7, 0.8, 0.9. This keeps the compat entries for earlier versions.
