[RFE] allow using rocFFT kernels with `clCreateProgramWithBinary`

As rocFFT does not have OpenCL bindings a relatively easy way (as suggested here would be to load rocFFT binaries with clCreateProgramWithBinary to be able to use them in an OpenCL application.
