Initial support for POWER platforms

Thanks for the patch. There's some interest from the distros to add support for non-x86 platforms, so I've rebased and squashed this for review internally. Edit: support as in code support, not as in verification or testing.

We have merged this internally and it should make it into the upcoming 5.2 release. I'll close this off at that point
