update this for rocm v2.3?

Since this is an experimental repo, updating it depends entirely on whether or not I have time to do it. At the moment, I am busy with other projects, so I have not had time to update it in the last few months.

@jlgreathouse if you do make a round of version number updates, feel free to ping me as I'll check if I can undo some of the tweaks on my PR for changes accepted to the relevant upstreams
