feat: remember custom gas values

Max fee and max priority fee seem to be reset every time the wallet is unlocked. I think it'd be helpful to remember user provided values so that they don't have to key it in every time.

Why hasn't this been fixed? It's super annoying having to constantly re-edit the Priority fee.
