Migrate to fairseq2

See #473 and https://github.com/facebookresearch/fairseq2, which is being maintained and will work for python 3.11 and 3.12 whereas the original fairseq project won't.

Also, please consider removing stale bot as it forces github users to comment on an issue repeatedly with nonsense to keep an issue open.
