Enable ECDH Key Agreement

Originally I started https://github.com/RTradeLtd/libcp2p/pull/47 with the intention of enabling ECDH key agreement between two peers. However this PR is starting to get quite big as it also needed to lay the ground work for:

  • RPC
  • CBOR RPC encoding
  • Peerstore
  • Hello protocol

As such the actual ECDH agreement should be done in a dedicated PR
