Can the DRC check module in the magic code be open-sourced and used separately?

It already is open-source. It won't be much use without the rest of magic, though, since it is specific to magic's tessellated-plane database format. But the rest of magic's code is just a small bit of overhead. If you want to use magic for DRC, you can run magic in batch mode on a script that loads a layout, runs DRC, writes the output, and quits.
