how to call the palette window in magci 8.3?

I was using 7.1 magic. when I press p, a window out contains t he material in the toolbar. but in 8.3 I could not call it out by press p

There is a layout file in the magic source code under scmos/examples/palette.mag. It is similar to what you show above, but not exact. What you show above is a layout file, though. I expect that you have in your 7.1 environment both a special version of the palette.mag file and a special macro binding for the p key. If you type macro p, I would expect that it is bound to a set of commands that open a new window and load the palette.mag file. Once you know what the key binding is, you can override the default macro from inside a startup script (.magicrc file) so that it will run from the 8.3 environment as well.
