kg2canonicalized2.rtx.ai sometimes not allowing neo4j connections

Note: this is not urgent since it relates to the KG2c neo4j for KG2.8.0c, which is about to be deprecated

oddly, kg2canonicalized2.rtx.ai seems to be refusing neo4j connections (via the browser or bolt) a lot of the time, but not all of the time. right now it seems to be working fine, but earlier today it was not.

our other KG2c neo4j instance - kg2canonicalized.rtx.ai - does not have this issue (even for the same KG2 version), despite having the same instance type, storage/memory, and ports open as kg2canonicalized2.

I tried rebooting kg2canonicalized2.rtx.ai and that didn't help.
