Generate test triples file for SRI during KG2c build

this stems from #1876

right now the script that generates the test triples file uses the KG2c Neo4j, which means it can't be part of the KG2c build process.

ideally we would generate this file during the KG2c build, and automatically upload it to arax.ncats.io along with the other build artifacts.
