Make Report Comparison Optional

These lines: https://github.com/RTXteam/RTX-KG2/blob/4fc6159ec38331bd73b82a85c96457dd094f981b/finish-snakemake.sh#L64-L66 should be optional (or at the very least, not fail if there is no existing report in the S3 bucket) so that others can build KG2 on their own, for the first time.
