rt-thread [tools] make env path respect XDG Base Directory specification

The XDG Base Directory Specification is established by Freedesktop.org, aiming to standardize the storage paths of application files and solve the disorderly state of various dot files in the user's home directory.

This PR sets env tool path to $XDG_DATA_HOME/rt-thread/env to respect the XDG Base Directory specification, keep compatibility with the old ~/.env path.
