Windows app auto-update reset app-ui's language default to English

Describe the bug

Windows official downloadable version (non-Store) has recently been resetting the language from Chinese to English after each update.

Reproduction steps:

1. In Settings, change the language to Simplified Chinese.

2. Wait for the software to update automatically.

3. After the update, the application launches and you’ll find the language has reverted to English.

Hypothesis: The language setting is being reset because, on startup, the application fails to correctly read the language information from its configuration.
