update Cube matrix I/O DLL integration

@nsdhakar - To run DaySim with cube matrices I would need Cube Voyager API. The DaySim error says that I need to install that from here: ftp://citilabsftp.com/outgoing/VoyagerFileAPIInstaller.zip. However, the link doesn’t work. We have Caliper matrix dlls (32-bit and 64-bit) on the DaySim repository, do we have similar dlls for Cube matrices as well?

Response: we need to update the link and/or add the installer to the repo
