For context, you can also try Visual Studio code, https://code.visualstudio.com/docs/datascience/jupyter-notebooks, is the default scrolling behavior there more like what you would expect? (thanks @JasonWeill)

This flow to create a notebook works as expected in JupyterLab, it opens the new notebook in the expected subfolder.
