Ah right, Github runs actions defines on master branch not from PRs, which is sensible from the security standpoint but means we won't know if this works until it's merged....

It looks like MSBuild might be not supported on Github Actions unless you use self-hosted runner, in which case this was a pointless exercise. Reading through their issues for now......
