[Bug]: Visible over FoW tokens only stack when no other tokens are present on Token layer.

Describe the Bug

When the Token layer contains some tokens marked as Visible over FoW and some not, only those that are not Visible over FoW show the stack icon and allow selecting the tokens behind. If we get rid of those tokens (leaving only those that are Visible over FoW) then the remaining tokens will stack despite not doing so earlier.

To Reproduce

1. Open the attached campaign file: token-stacks.cmpgn.renamed-to.zip
2. Notice the right-hand tokens (all of which are not Visible over FoW) are stacked, while the left hand tokens (all of which are Visible over FoW) do not count as stacked.
3. Delete all the tokens in the right-hand stack.
4. Notice the left-hand tokens are now counted as stacked.

Expected Behaviour

Tokens marked as Visible over FoW always stack with other tokens.

This is the initial set up of the attached campaign. There is a left-hand stack and a right-hand stack, both containing three tokens. But notice that only the right one shows the stack icon:

Additional Context

This same issue also manifests as Visible over FoW tokens not stacking with other tokens, and as Visible over FoW tokens preventing access to a recognized stack that lies below.

Just from a casual reading of the code, I believe a similar thing happens with figure tokens, but I don't use those and haven't confirmed it.
