[Feature]: Control Token State visibilityw

I have set up several states that are only useful to one specific player. For example one character uses a magic card drawing ability and the cards in their hand are displayed by state icons on their token.
The other players don't need to see the states in the selection menu and no player should be able to assign the states manually.
The Solution you'd like
The Campaign Properties window should offer an option to set the visibily within the state selection menu (right click on a token -> state) just like it already has for the visibility of the state icons.
Alternatives that you've considered.
An alternative could be to completely disable players from assigning states themselves, only making it possible for the GM to assign states.

I would like to see something like this, too.
I believe a "Hide States" checkbox in Server Settings would be the best option given that other player exclusions/locks are located there.
Unless one only wants to hide some states from players. There's already checkboxes for each state in the Campaign Properties where they get defined for who can see the image on a token, GM, Owner and Everybody Else. Perhaps an additional checkbox to mirror that in the right-click menu.
