[Bug]: Template Tools fill always semi-transparent

Describe the Bug

The fill of templates drawn with the Template Tools is always semi-transparent. Changing the Opacity value in the right-side-of-the-screen toolbox does not affect the semi-transparency of existing or subsequently-drawn templates.

To Reproduce

Open MapTool. Select Template Tools from top ribbon. Draw a template. Template is always drawn semi-transparent, regardless of:

  • Which template is used (same semi-transparent behaviour for all templates).
  • Which fill is used (same semi-transparent behaviour for any solid colour or texture) selected.
  • What the Opacity in the right-side-of-the-screen toolbox is set to (same semi-transparent appearance for any Opacity value between 1 and 100; Opacity value cannot be set outside that range).
  • What layer the template is drawn to.

Note the Opacity setting does correctly affect the opacity of the template border, just not the opacity of the template fill.

Expected Behaviour

I am expecting all of the following to happen:

  1. Transparency of both border and fill should be adjustable with the Opacity setting.
  2. The default Opacity value should be something like 50 (assuming this is a % value).
  3. Default degree of transparency of both border and fill should be consistent with the default Opacity value (i.e., whatever decision is made on what the default Opacity value is, templates drawn by a user who has not altered the Opacity setting should appear consistent with that default value).
