[Regression] [BCUS98114] Title temporarily freezes at certain spots

Quick summary

As the title indicates, freezing occurs at certain spots such selecting cars from the garage or even just racing, the game freezes rpcs3 for roughly 10 seconds. It does eventually recover, however.

Details

As a test, select any car from the garage and select "Change Car". As soon as you hit "Close" to exit to the previous menu, you will wait 10 seconds or so before the previous menu appears, during which time rpcs3 (and apparently the entire OS) freezes. In previous builds it was nearly instantaneous with no freezing. The fact that this also occurs during races makes this title unplayable now.

I confirm this regression on v0.0.36-17819 (#17081) although in my case the game freezes (tested changing car in the garage). Attached the log file with the freeze.
