Update SDL to 3.2.12

We- Updates SDL to 3.2.12

This contains a commit that fixes statically linked SDL in tandem with hidapi on windows. This means that we can enable SDL_HIDAPI again, which fixes the switch pro controller issues on my end.

NOTE: SDL 3.2.12 is not released yet, so I selected the newest commit that works for now.

I made some testing and it seems #16899 is not fixed. Still lag when using DS3 handler with BT. But I would ask @ItsLaguna to make his testing

Why would it affect the ds3 handler?

because #16899 was declared as possibly fixed by this PR but I see you removed that bug report from the list of the possible fixed issues.
