Hard Corps: Uprising [NPUB30096] black screen after welcome screen

Quick summary

If I try to play this game with default settings I get a non responsive black screen after the welcome screen (before the video starts).

The game is actually playable if I check "libvdec" although I don't know what this setting does and as it is not checked by default I presume this is a workaround.

I have played multiple other games without having to resort to this. I suspect the video is the cause of this issue, but I am not sure if this happens with other configurations.
