rpcs3 [Regression] Games Loading Screen (#15553)

Quick summary

Loading Games screen get stuck after launching RPCS3 50-69% of time. Only way to fix it temporarily is to keep restarting RPCS3 until it stops showing Loading Games. To get it to happen, you just keep launching it.

quick observation... buggy dialogue box clears on the 4th attempt of exiting the rpsc3 application and starting it again. Don't know if that helps pinning the problem. I have noticed that sometimes it needs more attempts though.
