After building SPU cache it would show a black screen and fatal error.

Confirmed issue, did some regression testing but its the same on very old builds. Working on 1.08 though.

Yes. I tested it last week with the most up-to-date RPCS3 build.
The game will only launch if you install the Grand Theft Auto IV v1.08 Update.

Read the page but, in short, you need the PKG update file and point it to RPCS3.
This update is just a late update released after even the release of Grand Theft Auto V and mainly fix just multiplayer connectivity issues, but for some reason it allows the game to start. But I hope this issue can be fixed someday.
