@WBobby Does this change need to be upstreamed as well for ROCm5.1, or is it only relevant to docker images that we generate?

@jithunnair-amd This change is only related to the docker images we create/publish. But it should be applied for all future dockers. I mean rocm5.1_internal_testing, 1.8, 1.9, and 1.10 branches.
