Add pattern and executor for ConvBiasResAddActiv GraphAPI

This change adds the pattern and executor for ConvBiasResAddActiv GraphAPI, and enables previously disabled tests to verify functionality.

Changes:

• Added Executor, pattern, and hooked them up inside find_engine
• Updated test cases to run pattern matching, executor, and verify output
• Tested with existing test cases
• Updated GraphApiVariantPack tests to allow nullptr for workspace
