[Tracking] Integration of the rocMLIR SplitK GEMM scheme to MIGraphX

This is a tracking issue and is supposed to synchronize both rocMLIR and MIGraphX teams regarding the SplitK GEMM scheme integration.

The overall design is based on the proposal.

This can be closed now i think. Split-k GEMM is integrated and enabled in MIGraphX
