Enable rocMLIR with default build of MIGraphX

This is the tracking ticket to make sure rocMLIR is shipped by default in MIGraphX.

If I understand the conversation with @pfultz2 correctly, this needs mostly infrastructure (docker) related work on MIGraphX side.
