Emulation Test Filters

This PR adds the required --emulation=smoke/regression/extended parameter to rtest.py to run emulation tests to be used on the emulator. In addition, --name parameter which selects subtests from a test set (can be used to split tests into multiple sessions). Currently the smoke filter is equivalent to checkin filter; this can be changed in the future once the checkin filter exceeds the limits of smoke testing.

Smoke filter: checkin_lapack: bdsqr, stebz, stein, sterf, steqr, syevj/heevj, larfg, larf, larft, getf2/getf2_npvt, potf2, geqr2, gelq2, splitlu, refactlu, refactchol

Extended filter: all checkin_lapack.

Regression filter: daily_lapack: getrf/getrf_npvt, getrs, geqrf, gesvdj
