Docs: refactor and integrate into ROCm docs portal

This PR aligns Omniperf's documentation with other ROCm components for publication on rocm.docs.amd.com.

• Move docs/ to root.
• Update Sphinx build config.
• Structure docs for Diataxis.
• Convert to rST.
