Cmake revamp

Taking an initial pass at removing the unnecessary CMake cruft. I've tested building with LLVM Flang, but have not verified an install. Let me know if this seems headed in the right direction.

The installation of hipfc was retained as there are tests using it. We need to migrate the math-ci tests to use make check first..
