[HIPIFY][doc] Update broken links

this fixes the broken patch links in the docs

Hi @LisaDelaney,

The links to clang patches haven't been changed, and they work on GitHub. We wanted to avoid the links with absolute paths due to branch names. Why were those links in the published docs broken? Did the relative paths stop working due to file structure changes in the published documentation?
