Incorrect dependencies of hip_base debian package

# apt-cache show hip_base | egrep 'Package|Depends'
Package: hip_base
Depends: perl (>= 5.0)

1. It should depend also on bash (because all scripts are in bash, not standard Posix shell)

/opt/rocm/hip/bin/ca and /opt/rocm/hip/bin/lpl are ELF binaries, that do depend on

libc6, libstdc++6, libgcc1 and for ca binary also hsa-rocr-dev packages.
