[Feature]: Could you please publish some docs like cuda programming guide?

I am mad about finding tutorials/docs for programming in AMD device. I COULDN'T find any docs just like: https://docs.nvidia.com/cuda/cuda-c-programming-guide/index.html This really makes user mad when they want to know more.

I used to think CUDA doesn't work well on docs. But now, I realized AMD is worse.

I think this is not a programming guide: https://github.com/ROCm/HIP/blob/develop/docs/how-to/programming_manual.md
