Some Deprecated functions are not marked as such in API reference

The Doxygen comments in source (functions marked@deprecated) are not up-to-date with hip_deprecated_api.md.

Doxygen already collects a list of deprecated functions, hip_deprecated_api.md isn''t needed if all functions would be marked.

https://github.com/ROCm/hip/pull/3591 has been merged and the deprecated API list has been updated. Will close this one out.
