Debug symbols are not generated on Fedora

I tried doing packaging tests on Fedora and debug symbols were not generated starting with 5.1.0

I did a quick bisect and it looks like it's caused by d15357479a32597a8e762796e10dfd1e8afba332, but I suspect this only exposed an existing problem, not the cause itself.
