OpenCR Arduino IDE ARM64 support

On the same bandwagon with the issue on OpenCM github, https://github.com/ROBOTIS-GIT/OpenCM9.04/issues/89 It will be so nice and helpful for us if the OpenCR Arduino IDE has the ARM64 support enabled soon, considering that most of SBC used in Turtlebot3 is based on ARM64 and the GCC-ARM has released its ARM64 support
