GO export improvements

  • [ ] do not propagate GO terms to host genes or precursors (so rRNA precursors should not get the rRNA GO terms and host lncRNAs should not get snoRNA terms for example)
  • [x] do not export GO annotations for URSs that come only from Rfam

Deadline: March 2020 but ideally this should be started in Release 15.
