Implement new executive summary rendering function

pacta.executive.summary is a package with data preparation, plotting and rendering functions for the new executive summary. Once it is finished it should be incorporated into this repo and used instead of the create_executive_summary() function in web_tool_script_3.R.

PACTA_analysis is being depracated in favour of pacta.portfolio.analysis, so the changes should occur there instead.

pacta.portfolio.analysis is a fork of PACTA_analysis that is able to use the 2021Q4.

I will transfer the issue to the appropriate repo now.

I believe CJ gave a presentation about it, but there is a chance that you were on vacation. In any case, I don't think it was well communicated!

Also you actually need to transfer the issue as I don't seem to have admin privs on this repo
