Add dockerfile that runs a simplified containerized version of the PACTA web_tool analysis

As a PACTA analyst, I would like to be able to run the (exact) same scripts that are executed on Transition Monitor in a safe container. I would like to be able to provide one/several portfolio(s) (and corresponding *_PortfolioParameters.yml file(s)), and run a simple command like docker run, populating a specified folder with usual PACTA output folders (30_Processed_Inputs, 40_Results).
