Chat toggle no longer works

Summary

Used to be able to toggle the chat window open/close by using the c key. The recent pr #827 changed the method of toggle to allow closing the window with a mouse which inadvertently disabled the c key.

Current Behavior

The c key no longer toggles the chat window open/close.

Expected Behavior

The c key should toggle the chat window open/close while also maintaining the new function of using your mouse. Please fix.
