Persistent Chat Settings

Summary

Would be nice to have a spot in the mid-round settings to save your chat layout. It should save you chat size, location, custom tabs, etc.

Goal

Add a setting to the pause menu settings page that saves the current layout of the chat windows persistently with other player's account settings.

This likely requires #612 and #637 to be completed first.
