IMO, Cirrus has the fastest startup time for all the VMs except macOS. That is one of the greatest things about it. I don’t really see this as an issue.
The more the merrier, haven't seen any discussion about it but maybe if people want it in the future.
Any updates on this? I now have a self-hosted instance that I would love to use Cirrus CI with.

Or it could output JSON which is then read since JSON generation is a lot easier than YAML.
