Removing https://rdflib.github.io/sparqlwrapper

I'm unclear what the point of https://rdflib.github.io/sparqlwrapper is - the docs are at https://sparqlwrapper.readthedocs.io/

I think it may be best to just remove https://rdflib.github.io/sparqlwrapper entirely.

Actually I'm not even entirely sure how it was generated, I will for now just replace it with an html redirect to readthedocs, can revert it if we want.

previous to readthedocs, the documentation was on that branch. But I cannot remember now why we have it in 2 places at the end.

I think there is documentation for older versions in github pages, but not sure what exactly made the index page, and using readthedocs.org is easier for me, so for now I think this is best:

• Keep https://rdflib.github.io/sparqlwrapper as a redirect to https://sparqlwrapper.readthedocs.io/en/stable/
• Keep the rest of https://rdflib.github.io/sparqlwrapper the same
• Remove references to https://rdflib.github.io/sparqlwrapper in future releases
