Conformance with OGC API - Features - Part 2: Coordinate Reference Systems by Reference corrigendum

Prez currently specifies conformance with WGS 84 within the OGC Features API in a few places. We need to go through the spec in detail and confirm:

• assume Prez should not do any CRS conversion at all
• could/should Prez "proxy" whatever CRS handling the triplestore can do i.e. just advertise it
• if proxying is not feasible due to triplestores not exposing this information, or not exposing it in a standard way, should prez just allow configuration of which CRSs are expected to be supported
