Avoid chart redrawing

Every 5 minutes the chart redraws as it watches for data changes (stemming from the internal relative clock updates). Would be good to deduce if it's just a clock change, and if so, avoid redrawing.

At a minimum, if we need to update for the sake of showing the "today" line, then we update without animations.
