VTOL installs invalid Northstar files

Describe the bug VTOL installs invalid Northstar files. Downloaded Northstar.dll is 1kb less than it should be, so Northstar can't start.

To Reproduce Steps to reproduce the behavior:

  1. Open VTOL
  2. Click on 'Re-Install Northstar'
  3. Wait until completion
  4. Click 'Launch'

Expected behavior VTOL should download full Northstar.dll and other files.
